Do Laws Differ for Low Speed Vehicles?
Legal definitions may or may not differ at the state or local level between a street legal golf cart and a low speed vehicle (LSV). In states with a large population of retirees, the use of low speed vehicles is often encouraged and preferred in LSV communities. In fact, some low-speed communities have designated streets and paved pathways reserved for use by LSVs and street-legal electric utility vehicles. Low speed vehicles have a speed range they must stick to in order to be classified as an LSV. They have to go at least 20 mph, but no faster than 25 mph.
If you want to register and title a low-speed vehicle, there are some documents and fees you'll need to take care of. You'll need a Certificate of Origin, which contains information about the vehicle like its year, make, model, and VIN. You will also need to provide proof of identification, such as a driver's license or passport, to register the vehicle, get a tag, or buy insurance. And just like any other motor vehicle, your LSV may need a title and tag from your state in order to drive it on the street. Don't forget about insurance - every state except New Hampshire - requires a minimum amount of liability coverage for operating low speed vehicles on public roads. That way, you're protected if you cause any harm to others or damage their property.
Due to warmer weather, long coastlines, and numerous outdoor recreational areas, Florida and Texas are leaders in promoting the development of golf cart designated townships. In some areas of the Sunshine State, persons over the age of fourteen can operate a road ready golf cart in low-speed neighborhoods and can even cross state or county roads with a posted speed limit of 45 mph or less. Where Florida distinguishes between an LSV and golf cart, any vehicle has to be converted to LSV standards to be registered and titled. On the other hand, Texas recognizes the use of LSVs but also allows non-converted golf carts in many slow-speed communities, beaches, and RV parks as long as they prominently display the appropriate orange triangle signage.
History of Designated Low Speed Communities
As the general population started to focus on creating greener communities, the traditional golf cart gained mainstream popularity for use as low speed vehicles. Originally founded in 1959, Peachtree City was not initially developed as a golf cart city but it definitely grew into one of the most popular communities for low speed vehicles and street legal golf carts in the south. Located just south of Atlanta, it is often referred to in the media as “A Golf Cart Paradise.” It all started when Peachtree City added cart-specific pathways that allowed residents to access the town’s very first golf course. Recently, Mayor Kim Learnard announced that Peachtree City has more than 10,000 registered golf carts for the 13,000 households located in the award-winning master planned community.
An example of a low speed community that was master-planned as such is The Villages in central Florida. There the developers designated community rules to be applied to operating street legal golf carts and low speed vehicles inside a census-designated, master-planned, and mostly age-restricted neighborhood. The Villages is known as Florida's Friendliest Hometown. With a populations of more than 85,000 residents, it is the largest active adult community in the world. Residents, known as Villagers, enjoy the features of a small town, the amenities of a luxury resort, and the right to drive their low speed vehicles in diamond-marked lanes even crossing local roadways at specified intersections. Being able to drive an LSV for daily tasks rather than a more expensive gas-powered vehicle has proven to be a win-win for all involved.
Lithium Batteries for Low Speed Vehicles
Whereas the earliest known golf cart was pulled like a rickshaw by caddies to allow golfers with health disabilities to play without having to traverse a lengthy course on foot, today’s low speed vehicles powered by lithium batteries have doubled the distance while reducing the charging time. Rechargeable lead-acid batteries dominated the automotive and golf cart industry for more than 160 years and were first used in vehicles that were hand-cranked. From the very beginning, excessive weight made the lead acid battery a poor choice as the primary power source for an LSV or street legal golf cart. Plus, using lead-acid batteries required closer monitoring of the percentage of full charge to avoid a loss of capacity and performance.
Lithium iron phosphate (LiFePO4) batteries may be pricier than lead acid ones, but they come with a host of benefits.
